Ask what breaks if this person is weak at one end.
If your product lives or dies on interface quality, hire frontend leaning and accept adequate backend.
If the difficulty is data models, integrations, performance and reliability, hire backend leaning and accept adequate frontend.
If you genuinely need both at depth, you are hiring a senior generalist, that is a smaller pool, and the search will take longer. That is fine if you say it at the start.

Hiring a full-stack developer in the Philippines
In short
Full-stack developers are the deepest part of the Philippine technical market, particularly at mid level with JavaScript and Python ecosystems. Almost nobody is genuinely equal on both ends, so the useful question is which end you need strength in and which you can accept competence in.
Full-stack is a real skill set and a vague job title. The developers who describe themselves this way range from frontend engineers who can write an endpoint to backend engineers who can style a form. Both are useful. They are not interchangeable, and the job description rarely says which one you meant.

What the market supplies
This is the deepest technical pool in the country.
Well represented: JavaScript and TypeScript across the major frameworks, Node, Python with Django and FastAPI, PHP including Laravel, .NET, relational databases, REST and increasingly GraphQL, cloud deployment on the major providers.
Common background: agency and product work for international clients, which means exposure to code review, version control discipline and ticket driven delivery is standard rather than exceptional.
Thinner: very high scale distributed systems work, and deep specialisms such as real time systems or heavy performance engineering.

How to test beyond a coding exercise
Take home exercises measure whether someone can complete a take home exercise.
Better signals:
Ask them to review your code, not write theirs. Give a real pull request with a subtle problem and watch what they notice and how they raise it.
Ask about the worst thing they shipped. Every honest engineer has one. The reflection is the signal.
Ask what they would do first in a codebase they have never seen, with a bug report and no documentation. Process beats knowledge here.
Ask how they decide something is done. Answers that include tests, edge cases and rollback show production experience.

Seniority and what it actually buys
Mid level developers with 4 to 7 years are abundant and often the right hire. They ship, they take direction, and the market for them is deep.
Senior hires buy judgement, not throughput. If nobody in your company can currently decide how something should be built, that is a senior hire. If the decisions are made and the constraint is capacity, a mid level hire serves better and hires faster.

Setting the offer
National wage averages describe the domestic employment base and not the internationally recruited market. The Philippine Statistics Authority reported average monthly earnings for applications programmers at PHP 96,360 and for web developers at PHP 79,064 in its 2024 Occupational Wages Survey.
Use those as a floor reference for the national picture, not as a target for a developer being recruited by an international company against international competition. Benchmark to the market you are actually competing in.
