Hiring a DevOps engineer in the Philippines

In short

DevOps in the Philippines is well supplied at the mid level, particularly for cloud infrastructure, CI/CD and containerised deployment. The difficulty is definitional rather than availability: the title covers build engineering, platform engineering, site reliability and system administration, and hiring fails most often because the role was never narrowed.

More than any other technical role, DevOps hiring goes wrong before the search starts. Four companies using the same job title want four different people. The Philippine market can supply all four. It cannot tell you which one you meant.

Decide which job you are actually hiring

The title covers at least 4 distinct roles.

Build and release. Owns the pipeline. CI/CD, artefact management, release process, developer velocity. Measured by how fast and how safely code ships.

Cloud infrastructure. Owns what runs where. Provisioning, networking, cost, infrastructure as code. Measured by reliability and spend.

Platform engineering. Builds the internal tooling other engineers use. Measured by whether developers need to raise tickets.

Site reliability. Owns uptime. Observability, incident response, capacity, error budgets. Measured by whether things stay up.

Write down which of the 4 you need before writing the job description. If the answer is all 4, you are hiring 1 person to do 4 jobs, which is possible early on but should be stated honestly.

What the market supplies well

Strong and well represented: Amazon Web Services and Azure infrastructure, Docker and Kubernetes, Terraform, CI/CD across the common tooling, Linux administration, monitoring and alerting stacks.

Thinner: large scale site reliability engineering at the volume a major consumer platform generates, and deep platform engineering where the person is building developer tooling from scratch rather than configuring existing tools.

Many engineers have worked with international teams and are used to on call rotations, incident processes and infrastructure as code as standard practice rather than aspiration.

How to test properly

CV keyword matching is close to useless for this role because every CV lists every tool.

Ask about an outage. What broke, how they found out, what they did first, what the actual cause turned out to be, and what changed afterwards. The gap between someone who has run incidents and someone who has read about them shows up in the first 2 minutes.

Ask what they automated that they wish they had not. Good infrastructure engineers have over engineered something and learned from it.

Ask about cost. An engineer who has never been accountable for cloud spend will not have an answer. One who has will have opinions.

Give them your actual architecture and ask what they would change first and why. The reasoning matters more than the answer.

On call, and the pay consequence

If the role carries on call, that is a scheduling and a legal question, not just an expectation.

Work performed between 10pm and 6am carries a night shift differential of at least 10 percent of the regular hourly wage under the Labor Code. Overtime, rest day and holiday premiums are calculated separately and stack on top.

Decide the rotation before you make the offer and put it in writing. Retrofitting on call onto someone hired for business hours is the fastest way to lose an infrastructure hire at month 6.

Seniority, and the honest version

Mid level engineers with 4 to 7 years are the deepest part of this market and often the right answer.

Genuinely senior infrastructure people, the ones who can design a platform rather than operate one, are scarce here as everywhere and are usually employed. Reaching them requires direct search and a real problem to offer.

If your infrastructure is straightforward and your need is operational reliability, a strong mid level engineer will serve you better than a stretched senior hire who is bored by month 3.
