Cybersecurity hiring in the Philippines, what to know

16 July 2026 ยท 6 min read

In short

The Philippines has a deep, growing pool of cybersecurity talent across SOC analysts, security engineers, and GRC specialists, at up to 70 percent less than US, UK, or Australian salaries. The hard part is screening for real skill, which is where expert-led search matters most.

The Philippines is where a lot of global cybersecurity teams quietly source. English fluency, mature IT sector, and specialist depth across the discipline. This is a guide to what actually exists in the Manila cybersecurity market, and what to know before you hire.

Why the Philippines works for cybersecurity

The Philippine tech sector is roughly three decades old. Local universities produce strong CS and IT graduates. Filipino cybersecurity professionals have worked for global banks, SaaS companies, and consultancies for years, on live systems, under real compliance pressure (PCI-DSS, ISO 27001, SOC 2, HIPAA where relevant).

English fluency is near-native at senior levels. Timezone overlap works for Asia-Pacific and morning US East Coast. Retention is high once someone lands in the right role.

The trade-off: the market is deep but not infinite. For niche specializations (offensive security research, cloud security architecture at scale, cryptography), the candidate pool is smaller than in the US or India. Regular roles fill fast. Rare roles take longer.

Roles that are strong here

Senior Security Engineer. The most common cybersec hire. Application security, cloud security, or infrastructure security. Salary range: $3,300 to $5,800 USD gross monthly.

Security Analyst / SOC Analyst. Detection, monitoring, incident response. Strong pool. Salary range: $1,500 to $2,900 USD monthly.

GRC and compliance specialists. Governance, risk, compliance. Especially strong for teams serving regulated industries. Salary range: $2,100 to $4,200 USD monthly.

DevSecOps engineers. CI/CD security, container security, IaC scanning. Growing pool. Salary range: $2,900 to $5,400 USD monthly.

Penetration testers. Web app, network, and API testing. Smaller pool at senior levels. Salary range: $2,500 to $5,000 USD monthly.

Security architects. Rare, senior. Head-of-function level. Salary range: $5,000 to $8,300 USD monthly.

Why these ranges sit above national wage data

The figures above are what internationally benchmarked security roles pay, which is well above the Philippine national average. The Philippine Statistics Authority puts the whole Information and Communications industry at an average monthly wage of PHP 43,676 in its 2024 Occupational Wages Survey, covering every formal establishment in the country.

Both numbers are true and they measure different things. Security talent competing for international roles is a small, specialised part of that pool, and it is priced accordingly. Budgeting from the national average is the fastest way to run a search that never closes.

Certifications that matter

In the Philippines cybersecurity market, certifications carry real weight. Common credentials at senior levels:

CISSP (broadest respect, signals seniority), CCSP (cloud focus), CISM (management path), OSCP (offensive security, hands-on), CEH (entry to mid, less weight at senior), CompTIA Security+ (entry level), AWS Security Specialty and Azure Security Engineer (cloud specialization).

Certifications are useful signals but do not substitute for hands-on evaluation. A CISSP with no incident response experience is not the same as a CISSP who has run investigations. Test what actually matters for your role.

Where the talent works

Metro Manila is the biggest market. Bonifacio Global City (BGC), Ortigas, and Makati concentrate most of the tech and security work. Cebu has a growing pool. Davao is smaller but rising.

Remote-first is standard for cybersecurity roles. Most candidates expect to work from home, with occasional office coordination if the employer has one. Building a fully in-office cybersec team is possible but limits your candidate pool significantly.

Common mistakes

Hiring on certification alone. Certs are floor, not ceiling. Test hands-on skills with a real technical exercise.

Underpaying for specialized roles. Senior cybersec talent in the Philippines commands 20 to 30 percent premium over general software engineering. Trying to hire at general SWE rates produces churn.

Not testing English fluency at a technical level. Written English on a CV is not the same as verbal English in a live incident bridge. Do a real conversation, not just a screen.

Rushing the offer. Senior cybersec talent has options. A lowball offer or a slow response gets you rejected. Come to the table competitively.

Skipping the reference check. Cybersec is a small world in the Philippines. A quick reference call surfaces things a CV will not.

The bottom line

Hiring cybersecurity talent in the Philippines rewards specificity: define the exact function, benchmark the pay for that specialism, screen for genuine hands-on skill, and move competitively on the offer. Get those right and the market has real depth to draw on.
